introduction:
Ever wanted to play God? Good, because that's exactly what we're going to do. This has to be the simplest way of changing a landscape from summer to a frosty winter. It's so simple if you entered it into a simpleton contest to find the simplest simpleton, it'd win 3 years in a row.
requirements:
Adobe Photoshop 6 or higher
target result:

step 1
Here's the source photo, taken in the hills of Cantabria, Spain!

Click the Channels tab and copy the green channel. We are using the green because almost everything in the photo is well, green.

CRTL+L to open up the Levels screen. Move the Midtones to the right, making it darker.

Press 'D' to reset the colors to black and white, and carry on painting with the brush tool until you have this:

Crtl+Click the 'Green copy' channel to make the selection, then click the RGB channel at the top.

Back in the Layers panel, CRTL+J to paste the selection to a new layer. Call it 'sky' if you want.

Back in the Channels panel again. Delete the Green Copy channel, then copy a new green channel.

Using Levels again. Only this time, move the midtones and the Highlights to the left.

CRTL+Click the 'Green Copy' Channel just like last time, click RGB, and go to the Layers panel. Make a copy of the Background

Now for the fun part. Go Filters->Sketch->Note Paper. Experiment with the settings.
