step 1

There are many ways to do this, so I am just going to show you the way I do it. If you have any other suggestions on how to do this, i'd love to know! OK, lets get started...
I am going to cover my rose in chocolate instead of any other goo because chocolate is yummy! ;)
Here is my original image:

step 2

The first thing we are going to do is desaturate the image. Press ctrl U on your keyboard and drag saturation down to -100. You will have this:
NOTE: If you have a picture where you only want to make one thing melted and the rest normal (eg: if you have a hand which is holding the object you wish to cover is sticky goo) first select the part of the image you wish to cover, then put it on a new layer of its own (ctrl C ctrl V), then desaturate that part only.

step 3

Now we have to select all of the areas we want covered in chocolate. I wanted the whole rose, stem and all covered so I selected everything. You can select the rose in any way which feels comfortable to you, i.e. lasso tool, quick mask, magic wand tool etc. Once you have your image selected save the selection (just in case!!) by going to Select>Save Selection. Name it something like "all".
Next create a new, blank layer by pressing ctrl shift N on your keyboard and name it "chocolate". With your rose shape still selected on your "chocolate" layer, use your paint bucket tool (G) to fill the shape with a nice chocolate colour.

step 4

Now we have a pretty blank object, so we are going to change the blending mode to "hard light" (in your layers pallet next to "opacity".
Now we have a brownish rose! Then we have to merge the this layer and your original by pressing ctrl E.

step 5

Now for the fun part! (well, i think its the fun part anyways!!) Select your Smudge Tool (R) and set it to about 60% strength with a soft brush. You will have to determine the size of your brush, depending on the size of the image.
Start smudging through your image with its natural contours, gently and carefully.
I believe that this part is the most important step of the whole exercise, so please take your time and don't move on until it is verrrrry smooth!.
