Tutorial goal:
This tutorial will show you how you can create your own brushes and customize them to add some finishing touches to your Photoshop creations. Specifically I will show you how to create a flock of birds brush and a school of fish brush. This tutorial was made using Photoshop CS2, but it is possible to do with older versions.

So, the same process is followed to make the school of fish. Open a new Photoshop document and draw the shape of a fish (or use an existing fish pic). Go to Edit > Define Brush Preset.
