Copy that layer and free transform around the center.

You can bring down the opacity on some layers to give some depth. also vary the sizes of the rays. after, you can merge all the layers into one. and save as a PSD to use over and over. when you use the layer, turn the layer blend mode to screen to keep the white color pure. to make a layer brighter in case it don't select" just copy it as many times as you need. merge them then they will select. for copying.
