with the eraser tool erase the selection as shown..
step 27
deselect and head to filter->blur->gaussian blur and set it with radius 53 px as shown...
step 28
for more dramatic spotlight make new layer, fill it with black again, make circular selection again, transform it, clear the selection with the eraser tool and blur it again with the same setting described before..

head to layer->layer style-> blending options and make the opacity 21% as shown...

Final result...ofcourse you can make your own dramatic spotlight better than me, I'm not good at that, I know...

smart thing with the selection move, have u tried usingdisplacemnt instead? maybe has more effect.. (209 days ago)
yes, I've tried making a displacemnt map, but it looked too embosed and unreal, some thing like a plastic wrap or a glass layer, not graffiti!! (209 days ago)
