this is how it should look after our tutorial is over.

step 2
duplicate the background layer 2 times and rename them to "layer1" and "layer2".
Layer2 should be at the top

step 3
flip vertical "layer2"

step 4
Hide layer 2

step 5
Now you'll select the road, you have to be very careful.
i used the polygonal lasso tool, it's up to you if you prefer another way to select the road .
