Tutorial goal:
In this tutorial I will show you how to give an elf or fantasy look to your photos.

Before / After.

Take an image of a lady who has beautiful eyes.
Duplicate this image and call it Elf.
Now apply hue and saturation and don’t forget to click the colorize box.
Hue : 250
Saturation : 17
Lightness : 0

Eyes :
Using marquee tool select right eye.
Copy and paste in a new layer, name it Eye
Using transform tool drag it a bit so that the eye looks as below.
Duplicate Eye layer and flip horizontal , that’s the left eye.

Eyeball :
Create a new layer and call it Eye ball .Take an airbrush soft round of size 55 px and put a dot.
Select smudge tool.
Brush type : airbrush soft round of size 5 px
Mode : normal
Strength : 84,64,42(use different strengths )
Your image should look some what like this.

Eyeliner :
Take an airbrush soft round of size 17px and draw line around the eyes.
Apply Filter >blur >Gaussian blur of radius 6px.
