step 1

Make a selection of the flower part you want to use. copy it, the flip the copy vertical.

step 2

Ctrl T on the top layer, straighten the flower hit enter, then Ctrl T again. stretch the flower and also make it thinner.

step 3

Use the move tool and make copies by holding down Alt and drag out the copy. then go; filter, polar coordinates - Rectangular to polar.

step 4

Use the warp feature to stretch the flower and make some basic feather shapes.

step 5

With another layer of feathers, use warp and stretch out some tail feather shapes.
