Open an image and duplicate the image layer. (layer > duplicate layer)

2) This step is to make sure that after the whole process is done this part of the picture does not fade-out in its surroundings. To do that, create a new layer and name it outline. Use any tool to draw the outline. I prefer pen tool. Create a work path. Right click on the image and choose 'Stroke Path' from the menu. You will get a dialog box. From that choose Brush Tool (make sure that hard brush of 7px has been selected if you haven’t already) and click OK. The Brush Stoke is now applied to the Work Path. Right click on the Work Path and Choose delete path.

Use different size brushes for baby, folds in the clothing for the strokes (I think you got the idea). Now, merge down the outline layer with duplicate layer. (layer > merge down ). The image should look like this.

Create a new document of size 1200 X 1800 pixels and fill it with black color. Copy and paste the outlined image from the steps above, here. Create a new layer name it outer border. Drag this layer in between background and outlined image layer.
