Create a new layer name it "shape". Create some shapes with the same texture. For that select the custom shape tool. Select a desired shape and drag it on shape layer.

Add stained glass texture to the fleur-de-lis shape. For that first select the fleur-de-lis shape (ctl+click on shape layer). Shape gets selected apply the following settings. Render clouds,sand stone texture,motion blur,ocean ripple. Place the fleur-de-lis shape to one corner.

fleur-de-lis shape looks pale and lost without the outline. For that go to edit > stroke and choose 6 px.

Duplicate the leaf shape and apply transform tool to the 3 corners. Use dodge and burn tool on leaves so that they won’t look similar.
