Open a new document of 500 by 500 pixels with black background abd set the foreground colour to #49b7f6 and background colour to #076cad.

Choose the gradient tool and coose the first gradient (circled in red in the image). Fill the gradient vertically. Now press D to reset the foreground and background colours.

Now make new layer (Shift Ctrl Alt N) and name this layer as cloude base. Go to Filters > Render > Clouds.

NOw go to Filters > Render > Difference Clouds. Now press Ctrl F 2 times to reaaply the previous filter (Difference Clouds).

Now apply levels (Ctrl L) and apply the following settings:
Input Levels = 30 ; 1.00 ; 100

looks pretty realistic!
