Can you see what I have done here? First click and hold the Marquee selection tool until the drop down menu appears. Then from this list choose 'Single row marquee tool'. Right, now position the cursor right on top of the upper most guide line. go selection->Transform selection and at the top of the screen where it says 'H: 100,0%' change to something like 1925,0%. This gives us a wider selection that is still where we want it. Tap Enter to close the transform mode, make a new layer by pressing SHIFT+CRTL+N, and open the Fill screen by pressing SHIFT+F5. Now fill the layer with black:

Now this part is a bit tricky (well, it was for me). Press 'V' for the move tool, hold ALT and move the black line down to the sixth guide (you might want to re-activate snap here). See that you get a new layer. Carry on to the bottom of the document, trying to make them all the same distance apart:

Alright, so it wasn't that tricky. I was tired, ok? Do exactly the same thing but drag the lines to the left, ending at the vertical guide:

Same again, but the first one that you drag, press CRTL+T to enter transform mode, and make it shorter. Then carry on until all the gaps are filled:

Click View->Clear guides and then SHIFT+CRTL+E to merge all the lines into on layer. Unhide our criminal and drag that layer on top of the lines:

Let's add some number. Press 'T' to enter text mode and position. When you have them where you want, merge with the line layer:

Ok, so I might have been standing on a box when this mugshot was taken, who's going to know! Click Filters->Blur->Gaussian blur:

Just to take off the 'hardness' to the lines. Now we're going to add the background. Create a new layer and drag it to the bottom of the stack. Now SHIFT+F5 and fill with 50% Grey. Now Filters->Add noise->Noise:

With the noise added, go back to the Filters, but this time choose Brush Strokes->Crosshatch:

Now to add some color. CRTL+U to open up the Hue/Saturation window. Check the 'colorize' box and go for a 'dirty police station' brown:
