introduction:
Have you always wanted to spread your mark on urban society, but were a bit of a scaredy-cat? Well now you have the chance of convincing anyone and everyone you're down-with-it-anti-establishment-what-have-you. If anyone asks just say the local council came and cleaned it off. Lucky you took a picture of your art, isn't it?
requirements:
Adobe Photoshop 6 or higher
target result:

step 1
We're going to break this tut down into two parts; creating the letters and inserting them into our photo. First off, let's open a new doc (CRTL+N) 800x200 and use the pen tool (T) to have something to work with:

step 2
With the Text Tool still activated, change your text font, then press the 'character and paragraphs' palette (circled red). This gives us additional options for modifying the text. As you can see here, I've made the text much closer together (as graffiti normally is).

step 3
Right, at the bottom of the Layers panel you'll find a little 'F' in a black circle. Click it. This opens up the Layer Style screen. I've given it a simple Outer glow. We're going to change this later, but for now this is going to act as a guide.

step 4
Now comes the hard work bit. Get ready. Make a copy of our text by dragging it onto the 'Create New Layer' icon (circled in red). Open up the Layer Style screen again and get rid of the Outer glow. Now make another copy. Select the text tool and delete everything except the first 'P'. Now use SHIFT+the Arrow keys to position it. Ah! That's what the strange green glow is for!

step 5
Repeat for ALL the letters. I told you it was time for some hard work, didn't I?

step 6
Select the first 'P' layer and open up the Layer Style screen again. The first one is the Inner Shadow:

step 7
Then comes the Bevel. Click the Gloss Contour button (circled red) and change the Straight diagonal line to this:
