You should use Photoshop CS 2 or 3 to make this tutorial sucefully.
So let's start our frozen effect tutorial.

1- Choose a picture which you wish to give an frozen look. (Summer pictures work better)
I chose this one:

2- Duplicate your original layer and make it invisible.

step 4

3- In the duplicated layer click on Image > Rotate Canvas > 90 CW.

step 5

4- Don't worry with the strange position, click on Filter > Stylize > Wind. And set the following options: "Wind" and "From the Right".
