introduction:
This is an easy, easy thing to do and the results is usually amazing. Of course, my eyes are already blue, but you can never have enough blue in your eyes, can you?
requirements:
Adobe Photoshop 6 or higher
target results:

Alright, zoom right in there:

Take the brush tool, hit 'Q' to enter quick mask mode, and paint away:

Then the other eye. Bit obvious, this.

IMPORTANT! When you're done masking, hit 'Q' again, then without stopping to even breathe, hit SHIFT+CRTL+I to invert the selection. Right, now only the eyes are selected. CRTL+J to paste your eyes to a new layer, then change the blend mode to Multiply. Wow, they've already changed. Go filters->Blur->Gaussian Blur and play around with the slider:

Now change the blend mode to Overlay and see the difference:

Or how about Hardlight?

CRTL+U to bring up the Hue/Saturation screen, and play around with the sliders. Cool, I've got green eyes:

Making sure you have the new eye layer selected, take the Marquee tool and select one eye. Then CRTL+J to paste onto a new layer. Now change the color again. This is the 'David Bowie' look:
