Remove the background from your photo.

Make a mosaic. I used a little piece of mosaic. Copy-paste the mosaic till it's big enough and blend the different layers.
Because I didn't want white lines between the mosaic tiles, I had to make the lines black.
I altered the hue with -180 and the inverted the image (ctrl+i)
Then I made it less bright.
Make a new image. Duplicate the white background layer and give it a soft color. Paste the mosaic on the new layer and make sure you still have a border left.

Make a new layer.
Use the rectangular marquee tool to make a rectangle the size of the mosaic.
Use the paint bucket tool to fill the rectangle with a new color.

Make a new rectangle, a bit smaller as the first one. Use the magic eraser tool to remove the smaller rectangle, so you only have a frame left.

The frame is finished.
Now rightclick on the "rectangular marquee tool" and change that to "elliptical marquee tool".
