Mr Potato Head Rocks!

Note: forgot to explain how I did the background.

I used the type tool "A" and then made a circle around the A. I rasterized the typed a and then merged the two layers (the A type layer and the circle) I then used the smudge tool to make the irregular shape. I then copied the layer again and merged the two together to solidify and bit of the smudge (made it more solid). I then rotated the anarchy symbol and made a selection of it and turned it into a pattern. I got rid of the orginal layer and did a fill with the patten I made.
