Workflow:

Remove white scratches with smudge tool
Gradient map to colorize
Gaussian blur around image
Filter Texture>Texturized

2 sets of thumbnails one for normal state and one for hover state, If they wish not to have a hover state, they can just choose from the 2 sets.

I have created texture using render different cloud > add noice > gaussian Blur and finally added gradient map
adjustment layer. For wraping nose and lips, I used liquify filter. Also used clone stamp for some work.

played with many fliters and layers.

eye was donw with liquid.
face and hand was done with glow
back ground was done with tile fliter/effect.
