just a try...

i added another filter ... nothing special

First I changed the background of the clock to black. Then I changed it to white. This ensured a small fuzzy dark outline. I used a filter (forgot which one) to change the texture to a nice cartoon-like look. I then found a picture of a car and applied the same filter. I pasted and warped and distorted the clocks so they would like like the rims.

I only used the source image from this, besides the sun which was from the custom shape tool. I got the idea when I realized that the guy's nose looked like a tree. I used alot of filters and the warp tool alot
Keep in mind that it is supposed to look like paper cut out and glued. I only used some small shadows to make it look layered.
