I started by getting rid of all the background images. I then made 3 duplicate layers. I rotated the 3 new layers. I then did an accented edges filter to all 4 layers, and then did a smudge stick filter. I also adjusted the input levels. I then set the foreground and background colors to pink and black, created clouds on a new layer. I did this again with green and white on a 50% opacity. I played with the shadow/highlights on the green cloud layer until I got it where I wanted it. Then I took a large soft brush and painted a big green dot on the pink cloud layer. I then added some pink stars to the surrounding corners.

Kinda like playing with construction paper!
