Cartoonization steps:

1. Duplicate layer
Blend in Color dodge mode
Invert
Apply Gaussian Blur

2. Duplicate background layer and put over all layers
Blend in Hard Light mode
Low opacity a bit

3. New empty layer
blend in Multiply mode opacity 30-40%
With a soft little brush colored some stones, tree leafs and castle windows and walls

First, I went in Illustrator to use the Trace tool. I went back into Photoshop Elements and I added the color, I cutted the flower to bring it into the Traced document and then I added a filter.
