To enhance a little the image,I played a little with the color balance, added some clouds on the sky with filter render clouds, than I hue saturated the sky to make it blue-ish as for the text effect I used comic sans-ms filter/stylize/wind from right to left and the other way around, and turned the text to 90 degrees to make the wind "blow" from all directions and again I used hue saturation for the text coloring. That's about it, waiting 4 comments and sugestions
