First make a carton to put your fries in (i prefer to work with the pen tool). Then use the dodge and burn tools to add more "credibility" to it.

Next cut out your "fries" (again use the pen tool) and put them in the carton.

Now we're going to add a story to it.
We want to make a dreamy background.

To do this make a few new layers, and play around a bit with "Filter" -> "Distort" -> "Twirl", "Wave",...

Also play around with the sizes of your different backgrounds.

Then start playing with the "layer modes" (you can find them in the "Layers-Panel".
