This is mainly manufacturing the dog out of the given image and adding an extra eye to it.
Then playing with different effects to get the cartoon look.
Adding the shadow by copying the dog layer and playing with the coloring and shading.
Then making an orb, filing it with a color layer and then using an effect on it.
Adding the city line with the city line brush tool and then adding an extra grey bar below it and making it fade with a soft eraser.
