Use burn tool for shadows and liquify to enhance the flow of the hair.

Like a puzzle, piece the images together to form this figure, aim to incomplete the legs, it makes the figure seem as if it is falling into oblivion. Use burn tool after flattening the image to enhance shadows, this is important now as it will affect the look of the image in the next step.

Ready to create the final image, invert or solarize the image to make the figure blue and the background black, this gives the image far more punch. The areas burned in the last step are now lighter, use burning of shadows and midtones to create nice cobalt blue effect on the sides in shadow.
Finally, drop an opacitated view of the supplied image behind the figure cutting out a circular piece to form a kind of framing element
