cut out mouth to make the reaching tentacles.

used part of eye and flipped it to make the desired eye.

Used hair to make sky, after this I used the liquify tool to give it the desired curves and then gave it a plastic wrap along with a gradient overlay.

curved the lip tentacles and repeated the eyes over the sky.
