Beautiful!! but "suggest" using monochromatic noise!! since that most of the image is in gray colour..

Created a gradient

Entry guide: step 2 of 5

Made a circle from shape tool, transformed it.

I created the eyelashes using the pen tool :)

The eye was created with a texture overlay, and the tear using the bevel ans emboss :) then the wetness with a wet brush tool...
