Get outline of girl using pen tool, then add more colours, stretch using "Wind", and make flame appearance using "Liquify"

Entry guide: step 3 of 4

Add flame from candle, select and copy flame, change shape using liquify.

Entry guide: step 4 of 4

Add smoke, outline smoke using pen tool, then use Gaussian blur to get the smokey effect.
