Thank you for comment, I found the tutorial in the tuts section, it was written by Geee and the title name is: Give A Photo An Ice Look, I enjoyed practicing it, I hope you liked it too.

I think that you've got a very good start on this... I think the icicle parts of it may be a bit repetitive - maybe it's just that there isn't contrast between them... they look just kind of flat on there?

I like the effect but it doesn't really make me think ice. I think that is mostly due to scale. I don't think a branch would have that many tiny sharp icicles on it. I'm not sure how to correct but possibly thinning and a little blurring?
