how did you get the blue goo thatis dripping on the letters to look like that is there a tutorial

Like i showed my guide i used "liquify tool" here. You just have to make correct brush settings to get the result you want. For more accurate work make sure you have the "Show Backdrop" on. It all so make a big different to add shadows to get the shape rigth I dont know any tutorials, but you should ask in the forum
