This was done with the pen tool, default brushes, burn and dodge tool, and lots of layer properties. Oh and some smudge tool and the render>clouds filter. At first I wasn't going to enter this because I just wanted to see if I could make my cabbage patch doll, then I decided, why not. (yes I still have my dolls lol :P)
